Create a publicly readable and writeable directory when logged in as root

Hi,
So I'm new go Linux and doing a series of exercises/challenges. I'm being asked to create a publicly readable and writeable directory while logged in as the root user.
Please share your thoughts. From what I read the better approach would be to create user groups. Is it even possible to create a publicly readable and writeable directory while logged in as the root user.
