LXDE: app menu does not scale; but app text and lxpanel do scale

I'm using a custom setup:hdmi android stick->hdmi2av->old CRT tv
i'm running linux in chroot and using vnc for access.
The hdmi stick output only works at 3166x2160 and Tv is at 720x576 (i think)
The display items were tiny and barely visible. (The android display is ok its just the chroot display thats the problem)
I first tried setting DPI in Xresources (not sure if that works for vnc)
with not much effect
I finally set DPI 400 in vnc server setting, turned off Xreources and
could atleast make out things. I also increased lxpanel size.
But apps (terminal, firefox) show up really small. I cant make out
anything. Zooming in a lot makes text large enough but then the window is overflowing. To give u some idea font size 36 is barely legible!
Even then the app menu (File,edit...) does not scale. The zoom does not affect the app menu.
Hpw to scale the app menu?
should i fiddle with DPi, geometry of vnc server settings?
Should I switch to another DE? I dont have too much space in the chroot
any other suggestions? I would not want to work with font size 40 because opening doc in another computer would mean having to reset it
