Video Transcoding H.265 to H.264 from Stream

I am using a Radarr server to play videos. Unfortunately there a many videos that are in H.265 codex which my TV does not support. I have been searching for a transcoder that will convert an H.265 stream to H.264 but without much success. Can someone recommend a free converter to accomplish this?

I can download the file then translate it but I'd prefer to avoid using double the space especially since the resulting H.264 file will be larger.
