proc permission is denied.

When I run Visual Studio Code. It gives the error:
Code:grep: /proc/version: Permission denied.
Somewhere on the internet I found that entering [CODE]cat proc/version[/CODE will fix it but still says permission is denied. I can't use Code:chmod to change permission, It also says a proc error when starting Fedora.
