elogind in 9.1 "Permission denied" error

As the title suggests, on one of my computers I'm unable to get elogind working. loginctl session-status gives me

Could not get properties: Failed to execute program org.freedesktop.login1: Permission denied

This is BLFS 9.1 using the version of elogind from that book. Over the summer I have rebuilt my entire last BLFS (where I finally got elogind working) for armhf so maybe I've missed something. But I'm unsure how to troubleshoot this further.
