launch application - Perforce

I'm a long time user of Perforce (version control) on OSX and Windows, but new to Linux overall. Ubuntu installed. I could post this question on a Perforce forum but I think I'm having Linux-style misunderstandings. (Yes, I've been googling for 2 hours).
I get a tgz file here: https://www.perforce.com/downloads/h...ual-client-p4v
Extract to get a 'bin' and 'lib' folder. I'm instructed to open a file in 'bin', entitled p4v.
Nothing happens.
I installed PCManFM, and alternative way to browse the computer. That made it so that it asked me if I wanted to launch the application with or without the terminal, which is progress, but then nothing happens.
Gosh, now it's opening in a text editor.
Other posts have suggested I individually drag the bin and lib folders to particular folders, but that seems odd.
Any thoughts? Thank you.
