Linux failing to update from Debian 9 (stretch) to Debian 10 (Buster) & failure to install Steam for chrome OS

Hi All,
I am as green as the pastures when it comes to linux, coding and tech to the point where i do not understand what is happening or wrong. I've been attempting to make it possible for my Lenovo e500 Chrome Book (3-4 years old) to run steam through chrome OS. Quick googling took me to try and use linux but I keep running into an issue whenever i try to upgrade it.My understanding in the long message about it (before it restores certain packages? to run linux as v9) is that there's several issues I keep running into to do with public keys:
W: Failed to fetch http://httpredir.debian.org/debian/d...ie/Release.gpg The following signatures couldn't be verified because the public key is not available: NO_PUBKEY 7638D0442B90D010 NO_PUBKEY CBF8D6FD518E17E1
W: Some index files failed to download. They have been ignored, or old ones used instead.
assuming that issue gets fixed then i should be able to install steam?
