Kubuntu, changing cursor theme doesn't work correctly

First I hope this is the right section. Second, I hope I can explain this good enough you can understand me. So about a week ago, I went in to the settings>cursor>change, picked out a new theme (coffee cup), clicked install. As far as I know it installed correctly. However it wasn't what I wanted after all. So earlier today I go back in settings, and picked out another theme, and clicked install. The cursor changed to the new theme just like it was supposed to.
However, I closed that window and went back to the desktop, as soon as the cursor was on the desktop instead of the other window, it went back to the coffee cup theme. So I opened a browser window, and the cursor immediately became the new theme again. That's what it is doing, going back and forth between themes depending on what window is on top.
So what causes this, and how do I fix it?
