tcptraceroute ends with duplicate ip

In the process of trying to setup openvpn on my Linux machine, I ran into a a problem with "No route to host." When I diagnosed this with tcptraceroute I see that the last two entries are duplicate IPs. Is it possible that my ISP is intentionally blocking traffic? Can anyone suggest a workaround or do I need to switch internet providers? Otherwise the Linux computer has no problems with network connectivity.
