Random Crashs

I have been having randon and odd c complete crashes. Carsh so bad the only way to restart the computer is to power off at the AC mains switch and then power back on and restart the computer. Even the "reset button on the front panel does not work.
Ioom related but it has done it on other occasions.
Zoom could be running for a while 20 min or more that just crash hard. Full reboot required. Apart for the nornal apps running I have Zoom and Firefox open. Another time was after I had closed Zoom and Firefox and started dnfdagroa It crashed on starting Dnfdagroa. AC power off to restart it.
I trying to find out why, First I took out the CPU Fan and heatsink assembly to clean it. Yes it was dirty but not as bad as I have seen some. What I did notice was that the heatsink did not apper to have been making contact with the CPUas the heatsink paste did not show signs of close contact and there was no resistance to separating the CPU and Heatsink. Must have been like this since who knows when. Any was cleaned up f new heatsink paste and reassembled with new fan making sure good contact was achieved. The bios shows the CPU tem sitting at a constand 31 degrees.
I then started monitoring the CPU MHZ.(speed) The processor is a Intel i3 6100 3.7GHz. in a ASUS H170 PLUS D3 mother board.
I then started monitoring the CPU MHz using watch cat /proc/cpuinfo
I have no idea if what I am observing is normal.
At rest the CPU MHZ is showing 3700.000 Only watch cat /proc/cpuinfo is running.
Then I will see the CPU MHz frequency change. Always lower, might drop to 1600 , 2700 if I start and app like firefox the CPU HZ drops Some times as low as 799.365 Is the normal?
I am wondering if some stime sit drops very low and the computer just crashes.
Any ideas please.
