Can't get KVM guest resolution/resizing to work on Fedora 35 host

I have Fedora 35 server edition installed and am managing via Cockpit web console. I have created a Debian guest VM and am unable to get resolution changes to take effect. They immediately revert, whether set within the Debian Settings > Display and Monitor, or using Code:xrander --size=size, or changing the resolution in the VM's bios/uefi. I have installed spice-vdagent. Am I missing something else?
