Can't update in EOS

Am trying to get into Linux with EOS, but right now I can't seem to update. When I start the OS it says I have 23 updates, but when I click on "Update All' or even "Update" on a particular app (like OS updates" It just says "waiting for package manager lock" and won't update -- there will be something like a spinning gear in the upper right, next to the search apps box, but after I while all the "Update" buttons turn grey one by one, and I'm back to where I started -- currently there are 23 updates pending, but I can't get them to update.

Can anyone let me know what's going on? Is there another way to do this?
