Why do all of the Ubuntu and their forks not use proper DNS process?

Why should the user be force to jump through these hoops and loops to set a local controlled DNS server?
DHCP is supposed to pull the DNS server, but when you look into /etc/resolvconf/... you get settings from Canonical not from the DHCP server.
Is there another process to prevent the junk from Canonical overriding network settings, or to force the systems to 100% pull DNS data while connected via DHCP?
