System hanging during boot

After installing the latest security updates, one of which was a new kernel, my system starts to boot but hangs.
I've pressed 'e' and changed the parameters to rd.break enforcing=0, followed by Ctl-x.
The system then boots and I autorelabel. When it finishes, it reboots and boots fine.
I then do sudo restorecon /etc/shadow, followed by sudo setenforce 1
If I reboot after this, it hangs again.
At this point I'm stuck. Any suggestions on how to fix this?
