Cirq 1.0 released

Google has released Cirq1.0 for developers working with leading-edge computers:

Cirq is a Python framework for writing, running, and analyzing theresults of quantum computer programs. It was designed for near-termquantum computers, those with a few hundred qubits and fewthousands of quantum gates. The significance of the 1.0 release isthat Cirq has support for the vast majority of workflows for thesesystems and is considered to be a stable API that we will onlyupdate with breaking changes at major version numbers.
