Android 13 released

Version 13 of the Android system has landedin the Android Open Source Project; the list of changes is long.

To help users focus on the notifications that are most important tothem, Android 13 introduces a new notifications runtimepermission. Apps now need to request the notification permissionfrom the user before posting notifications.
