The Pacific Legal Foundation recently filed a formal complaint on behalf of Parker Noland, a young entrepreneur trying to get into the trash-hauling business in Montana. Noland tried to get the required Certificate of Public Convenience and Necessity to operate, but the government gave the established garbage companies a chance to make that process prohibitively expensive for him.

And boy did they seize the opportunity.
