Jan Rachinsky accepted on behalf of the Russian civil rights group Memorial, which was shuttered by the government last year. Oleksandra Matviichuk accepted the award on behalf of the Center for Civil Liberties in Ukraine, and Natallia Pinchuk attended the ceremony in place of her husband, the jailed Belarusian activist Ales Bialiatski.
