Should Legislators Have to Disclose Harmful Consequences of Legislation?

Why not require all legislation focused on increasing the minimum wage to have a harmful side-effects label like we do with pharmaceuticals? Minimum wage laws could come with a label. Warning: this policy may cause unemployment.
