Can I upgrade my linux Mint 20.3 to 21.3 from a LM 21.3 ISO?

Hi all,
I don't want to spend hours or days reinstalling all the programs and recreating config files from the previous install of Linux mint 20.1.
doing an apt dist-upgrade or apt full-upgrade does not work.
Is it possible to upgrade to LM 21.3 while keeping all the programs I've installed and it's config files using a linux mint 21.3 iso? Thanks
