blacklisted ip address

On several websites I have visited lately,I have recently received a message that I should visit from a different IP address; when I tried to get a bank balance, it just shut me out. Also, I have been kidnapped on several occasions, i.e. brought to a different website The only thing I could find that seemed applicable suggested that I have a virus that has resulted in my IP address being blacklisted because I've been identified as a spammer. However, this came from the experimental generative version of google, which is not always accurate. Is this correct? I have a desktop computer that runs manjaro and a chromebook.How can I tell if the desktop is infected? With the chromebook, I was about to replace chromos with lubuntu; would that get rid of a virus? And once everything is clean, how do I get my LP address delisted? My eternal gratitude to anyone who can shed any light on this has my eternal gratitude!
