CPU scaling in tuxedo control center doesn't work

I used the program "tuxedo control center" to limit my cpu to 800 Mhz, but when checking the frequency using Code:watch -n.1 "grep \"^[c]pu MHz\" /proc/cpuinfo" it showed that the speed mostly stays at 800MHz, but spikes to 2.7GHz about twice a second on each core(pretty randomly though). I think it might be another program that also scales the cpu and "fighting" tuxedo control center. is there a way to check which programs are scaling the cpu? do you think the problem might be another thing?
