trying to shrink desktop

i'm using a dell optilux 3060 and a 58in panasonic 4k hd plasma tv with dmi connection. screen s 16:9, and internally magnifies 1920x1080 to fit.
im usingfossapup64-9.5
my desktop immage has overscan, tho it's turnd off. pls, i want to redraw the boundaries of the desktop so the top bar of avwindow doe, , so will need verbose nstruction.
a vga connection is possible, but it uses thesame image size not go off screen and become hardto pull down. i have little programming root backgriue from pc.
