Xfce placing all new windows at the very top of the screen

Xfce has just started placing all newly launched windows at the very top of the screen, hiding the menubar that lets you move the new windows (without a keyboard shortcut). I can adjust the geometry settings for most apps, but shouldn't have to.
So, simple (I hope) question: where are the settings for Xfce itself? Not for the terminal, and not for the screensaver, but Xfce's behavior, so I can either get it back to randomly placing new apps or, preferably, letting me place them manually?
