Can I have a secondary network with an extra NIC?

My desktop connects to the internet over the ISP's modem/router.
It also has two Wifi cards. An internal one (PCI) and a USB one.
Is it possible to create some kind of separate network so that my phone can connect to the desktop over Wifi? Not for internet connection. In fact, I do NOT want the desktop to share an internet connection, I do NOT want to give the phone the ability to access the internet over Wifi. I want to create some kind of very private channel so that the phone and the desktop can share files. I can do it by connecting the phone to the modem/router, but I want to avoid that route completely.
I think I would prefer that over SSH, but on second thought, I probably don't need SSH if the network between the phone and the desktop is closed and private enough.
How can I achieve that?
