Easy to setup small/tiny distros for text-to-speech?

To do text-to-speech of webpages could you suggest either

1. some easy to setup small/tiny distros or
2. easily integrate with Windows Subsystem for Linux provided it doesn't take a lot of storage?

I don't have much storage left on my Windows 10 system so I'd run #1 in a VM or do #2.

I've tried in multiple ways to get Windows native text-to-speech to read a page while I do something else full-screen in vain.
