GNU C Library 2.38 released

Version 2.38 ofthe GNU C Library has been released. This release consists mostly ofrelatively small changes, including improved support for working withbinary integer constants, some new printf() formatting options,libmvec support for 64-bit Arm systems, the strlcpy() andstrlcat() string functions, and more.
