Console is lost if DVI is unplugged

This happens with both Ubuntu 22.04 and Oracle Linux 9.2.
if the DVI cable to the monitor is unplugged and then re-plugged, the monitor does not connect. The machine has to be rebooted, actually powered off and then booted.
Can this problem be solved via a command without rebooting?
