Diagnosing Performance Issue

I set up an inexpensive (~200) Linux server on a mini-PC:

3.4 GHz Celeron processor,
16GB DDR4 RAM, 2400 MHz
Gigabit Ethernet

I installed and configured Ubuntu, Apache, MySQL, and PHP with no special modifications.

I have it running on my local network, plugged into a Gigabit switch, which is plugged directly into the router.

When I browse to a PHP page, it is sometimes very slow to load the page, other times very quick to load. When it's slow, the delay can be 5-10 seconds.

My question: how do I go about diagnosing where the bottleneck is when it's slow?
