3.8 GB of RAM when it should be 4 GB?

I'm wondering why KDE5 shows that my system has 3.8 GB of memory and htop shows 3.84 GB when they both ought to show 4 GB exactly.
The system runs fine so this isn't a critical problem, I'm just curious as to why it happens.
