file in temp folder will not delete (error no. 5)

I am out of ideas on how to delete a 500 mb file in the tmp folder. Other large files of the same type I have no problem moving to trash. I can move the file up the tree or laterally in another folder in tmp, but not into trash. I also tried the command line where it does not see the file or folder. I can not drill down to it.
