CONFIG_HAVE_EISA can't be turned off

Even if I have CONFIG_EISA not set, and unset CONFIG_HAVE_EISA , CONFIG_HAVE_EISA gets set to y. The help refers me to x86, which is in arch. arch isn't an option in make menuconfig. What's going on? Is CONFIG_HAVE_EISA necessary for all x86 machines?
