Inherrit Permissions question.

I am not new to Linux but I am definitely not a pro and one thing I need help with is inheriting permissions. Here is my situation. I have folders on more than one drive that I have set the owner to "colby" and the group to "plex" everything works as I want. The issue is I am constantly adding new folders and files to these main folders and when I do they do not inherit the permissions I set at the top level parent folder, so I end up having to set them manually each time I add folders or files. I cant keep up with this and need help so that anything I add to the parent folder inherits the Owner "colby and the group "plex"

I need step by step procedures as I am not yet a pro with the Linux file structure or terminal. Thank you very much.

Added Info for clarity: As you can see the group is "plex" this group has the users plex and colby in it. Im not sure the user colby was necessary but it doesn't matter for what I am doing. As you may have guessed it is for my own private plex server to access my personal media on My TV in the living room.

As long as each media item has the permissions colby and group plex I am able to delete an item right from my TV if I no longer want it on mys server. But when I add something new and it doesn't inherit those permissions I cannot delete that item from my plex client on my TV because it always sets new folders and files I move into these parent folders as root.
