How to filter on Gmail ?

Google gave me lot of headache lately, that sounds a very simple question but Google make things unnecessary complicated.
I created a filter, well that's how it called in regular email software, to filter the incoming mail to move them to a folder I created. Let's say I filter all mail from ebay.com to a ebay folder, so that I created a label called ebay and applied the filter, but that didn't work, I still receive mail from ebay on the inbox nothing on the ebay "folder". But then one day and one day only I received ebay's mail on the ebay folder, then I recheck the filter settings on Google, I found the ebay filter checkbox unchecked, I checked it and apply filter again then exist, but return to see the box unchecked again what's going on here !? is that every time I review the filter setting it will reset it until I apply it again !? so I should neverreview any settings on Google or they will all be reset !!!
I saw there's an option on the filter to "skip the inbox (archive)", what does that mean, do I've to check that box as well so that the filtered mail will not stay on the inbox ? normally "filter" means leave no copy of the mail and move it to another folder. And what is "Also apply filter to 0 matching conversations", if nothing matched the filter will have nothing to do, so what does that actually mean ? sorry I should have post this to Google but they will make me even more confused, and I am so dumb can't understand the logic of Google, that supposed to be grandpa friendly !
