3 systems. Debian 12 bookworm and apper?polkit?

So I upgraded 3 systems from Bullseye to Bookworm.
then on one system I did fresh install of bookworm from usb drive.
same results apper errors on all 3 and for some reason seem to be missing krunner in kde. though fresh install has it?
anyway if I try to install or remove a program with apper in kde I dont get prompted for root or sudo password

seen some hits in searches with older versions of debian with no cures.
