"users" group

Probably a silly question....I was trying to get kvm to work for non-root users. I saw that the /lib/udev/rules.d/65-kvm.rules used the users group: KERNEL=="kvm", GROUP="users", MODE="0660". I was thinking that as default my standard user was in the users group but groups listing did not indicate as such. I added this user to the users group but it did not help for kvm access. In any case, is it an issue to be an explicit member of the users group or is some special group?
