How to access the ftp from cmd (windows), or from cygwin?

Have a pdf file here (https://www.cse.iitb.ac.in/grc/intdo...-structure.pdf), which lists at the last page, in its bibliography, the second reference as:
ftp://ftp.axis.se/pub/users/hp/pgccfd/,
titled:
Hans-Peter Nilsson.
Porting GCC for Dunces
Am not able to connect to the ftp, for the site: ftp.axis.se; as shown in the first attachment.
The cygwin however connects (as shown in the second screenshot), and then after few seconds closes the connection; and don't know if the timeout was due to typing no command for the given interval of few seconds.
If the extremely small timeout, is because of my typing no command; then what command should have been typed is unclear?
