Windows 11 on QEMU-KVM refuses to boot after AzureAD join via AutoPilot.

I'm trying to get some Windows 11 VMs to join AzureAD by way of Autopilot. This works as advertised, until I reboot. Normally, when you reboot Windows 11 (prior to Autopilot), I get TianoCore splash screen and below that I get the spinner showing that Windows is loading. However, if I reboot after AzureAD join, The TianoCore splash screen appears twice (without corresponding spinner) and on the third attempt to boot it goes to Windows Recovery. The attempt to repair never succeeds.

Has anyone experienced something similar and found a solution?

PS: I installed all the tools users will need to use in the VM then ran sysprep to prepare the VM for a new user. I was thinking that maybe the sysprep command was destroying the HAL, but I'm able to boot and complete AzureAD join - so that can't be it, right?
