unable to resize browsers with mouse

I have an issue that won't allow the mouse to grab a browser window to resize it. It can be moved though. The cursor wont change at all when its moved to boundary or corner. It seems that everything else works ok. BTW this is happening on Debian12 with cinnamon
I would appreciate your thoughts.
