View the contents of sensitive files

Hello,
When a normal user logs into the system, he can see the contents of almost all files with the cat command. I have two questions:
1- How can I stop this?
2- Through the /etc/sudoers file, we restrict the user from changing the root password. Can the user edit this file and remove his\her restriction?
