Family doctor says 'it hurts' that red tape is preventing him from seeing 1,500 patients in Ontario

Dr. Ivan Escudero finished his residency in the U.S. and is eager to practise in his home province of Ontario, but says Canada's medical licensing labyrinth is standing in his way. It's taken seven months and counting for the multi-agency, multi-step bureaucracy to process his application.
