I couldn't solve this puzzle to prove I was human

Trying to register an app with portal.azure.com I had to register as a user. To prove I was human they gave me a puzzle, which consisted of the attached image. (It was an svg, which LQ doesn't allow to attach, so I converted it to a gif.) I clicked the mouse on it, tried to move it, but it wouldn't move. I couldn't figure it out. I tried the alternative audio puzzle, which was listening to 3 audio clips, choosing which had 3 sounds - dead simple. So I'm missing something simple. Does anyone recognize it?
