Is it possible to configure postfix mail server on my local pc or localhsot to send email to anyone with port 25?

Suppose my public ip address is: a.b.c.d. I think, it is the router's ip address. This public ip is a dynamic ip.
The computer has private ip address like 192.168.1.103. I have installed posfix in this computer or in this local pc or in localhost.
Is it possible to configure postfix mail server on my local pc or localhost to send email to anyone with port 25? I do not want to use relayhost with port 587 or 465.
