First scroll notch in XWayland programs doesn't register

I'm more interested why does this happen than actually fixing it.
Debian 12 running GNOME Wayland on a Dell Latitude E6420. The USB mouse scroll wheel works fine. Until I use touchpad or trackpoint scrolling, it then initiates the bug. The first notch is missed when attempting to scroll down with the USB mouse, same happens when changing direction to go up. Restarting the program nor replugging the mouse corrects the issue. Only a GNOME session restart fixes it.
First noticed the bug in Firefox, also tested affecting GIMP. Firefox doesn't present the bug when run with MOZ_ENABLE_WAYLAND=1.
Any ideas?
