Minecraft java: No route to host?

Hardware: 7800x3d, 7900xtx, Ethernet.
Network: Known - static ip.
Issue A: I have port forwarded and made a server according to a guide similar to this one, however my friend keeps getting (...)no route to host. I don't understand the issue, please explain!
Issue B: In addition to this, when I add mods to the folder, it still uses 1.14 and 'vanilla', no matter what I try. Could I have help on this issue? I am using prim launcher for single player, so it may be helpful if I could instead do this on prism.
