Boot options on 18.04

Actual focus of the question in two paragraphs, any other help would still be appreciated, though.
I set a friend up on 18.04LTS as he wanted to continue using a 2000ish tower with about 1GHz single core Sempron. He did an update that appeared to have gone horribly wrong. It doesn't boot to a gui, but he can startx..., but he can't get it online. It appears to be missing so.e kernel components. After trying quite a few things (over the phone as we now live further apart), I thought it would be easier to attempt to fix it doing an upgrade with the latest 18.04 image.
With nomodereset and a ban on radeon (which seems like an odd necessity on an Nvidia system) we're still running into a functionless black screen after starting the graphical server.
I remember in a time close to the era of this computer, I hag some issue where I could boot in manner in which, on the command line, the system would as, "Would you like tostart (some service) with (some function) [Y] [n]?" And there were, like, forty-odd questions before it would end on starting X, but if something went wrong, you could switch to a single-user mode-like command line environment.
I legit cannot find how to do that. It's not secure or single user mode, and you know how useless searches have become. Does anyone know A) What that boot technique is called, and more importantly B) How to start it?
