OpenStack Cluster

Hello I'm trying to setup an OpenStack cluster using Devstack.
So far the documentation here https://docs.openstack.org/devstack/...inode-lab.html is straight-forward but I also need it to be somewhat "highly available".
With only one controller it is not the case, i have two servers and I want my cluster to be still available (ok for degradation) in the case one of them is going down.
