apcupsd reports 99% battery charge after kernel upgrade

I have a gentoo amd64 linux box running a 6.1.31 kernel. I have recently purchased an APC Back-UPS BX750MI. I am running the apcupsd package from the default repository. I recently upgraded to a 6.6.38 kernel. Since I have upgraded the kernel, the apcaccess command reports 99% battery charge, and I repeatedly get warnings that the (new) battery needs to be replaced. When I boot into 6.1.31, the battery charge is reported correctly at 100%
In response to a query from the vendor, I tested the unit with the official Windows software, and that reports 100% charge - which suggests that the unit is not faulty. It appears that there's a problem with the kernel.
Can somebody explain this?
