At what level are keyboard shortcuts implemented? Is there a comprehensive list?

At which of the following levels are keyboard shortcuts implemented?
-Hardware
-Linux Kernel
-Distro (e.g. Linux Mint)
-Desktop environment (e.g. Cinnamon)
-Software Application (I already know the answer to this: Yes)

If there are shortcuts implemented on my hardware, how can I find what they are?

I know there are keyboard shortcuts implemented at either a Kernel/Distro/DE level, but I don't know which. In Linux Mint, a list of keyboard shortcuts is accessible through the menu - but I don't know if this is a list of linux, linux mint, or cinnamon shortcuts, and if it is a comprehensive list at that.

I know it is easy to find lists of some/many useful keyboard shortcuts. I'm not interested in this, unless they are comprehensive at a specified level (e.g., all gnome minus those inherited from linux kernel)
