ssh or rdp Connection fails o ubuntu 22.04 from windows machine but not linux machines

Hi, I have setup a new fresh ubuntu 22.04 server VM in Hyper-V, open-ssh and RDP are setup and I can ssh or rdp from a ubuntu linux machine but when I try to ssh from a windows machine, I get
ssh: connect to host 192.168.1.16 port 22: Connection refused or timed out
RDP as well fails from a windows machine.
I tried from 2 different win 10 same result. ufw firewall is inactive
What might be missing?
